Ukraine carries out successful tests of new Neptune coastal missile system

Ukraine conducted a successful test of the Neptune missile system on April 2, announced the Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov.

"The second successful test. The Neptune missile system successfully hit floating targets at the Alibey test site in the Black Sea. At the same time, the operational range the Neptune missile was up to 100 km," Danilov said on Facebook.

The coastal anti-ship missile system Neptune is being developed by the Ukrainian design bureau Luch.

The Neptune uses the newest cruise missile R-360, which is capable of hitting sea and ground targets at a distance of more than 300 km.

Leonid Kharchenko, one of four men accused of the murder of 298 people killed in the downing of Malaysia Airlines flight 17, is in custody in eastern Ukraine.

BBC’s Russian service reported on Friday AEST that the 47-year-old was taken into custody by separatist authorities in the Russian-backed Donetsk People’s Republic on March 11.

The Ukrainian national is being tried in absentia in a Dutch court for murder and the ­destruction of a civilian airliner over the shooting down of the plane on July 17, 2014.

Kharchenko allegedly helped co-ordinate the Buk-TELAR missile launcher used in the ­attack along with Russians Igor Girkin, Sergey Dubinsky and Oleg Pulatov.

The British broadcaster reported that the 47-year-old hasdbeen living quietly in Donetsk since 2018 and hadn’t commented on the Dutch criminal proceedings.

He has been charged by separatist officials with illegal possession of firearms and an illegal search, but the BBC’s sources say Kharchenko’s arrest is intended to prevent Ukrainian intelligence agents from abducting him.

“The accusations are ridiculous — allegedly participating in an illegal search in 2014 and ­illegal possession of weapons,” a source told BBC. “The victims have no complaints about the first point. On the second, this gun. In 2019, they were issued at the Ministry of State Security to ensure personal security in connection with the MH17 case.”

Ukrainian agents abducted Vladimir Tsemakh, a person of interest in the MH17 case, from the separatist region last year. But he was later controversially handed over to Russia in a prisoner swap deal.

The BBC, Russia’s The Insider and Dutch-based news outlet Bellingcat last month named FSB Colonel General Andrey Ivanovich Burlaka as being ­directly connected to tragedy.

The MH17 trial is due to resume on June 8 in the District Court of The Hague, which is sitting at Schiphol Justice Complex.

Girkin and Dubinsky have denied responsibility and rejected the court’s authority, while Kharchenko is yet to make any public comment on proceedings. The accused are all being tried in absentia; Pulatov is the only defendant being represented in court.

NATO recognises Ukraine as Enhanced Opportunities Partner

On Friday (12 June 2020), the North Atlantic Council recognised Ukraine as an Enhanced Opportunities Partner. This status is part of NATO’s Partnership Interoperability Initiative, which aims to maintain and deepen cooperation between Allies and partners that have made significant contributions to NATO-led operations and missions.

As a NATO partner, Ukraine has provided troops to Allied operations, including in Afghanistan and Kosovo, as well as to the NATO Response Force and NATO exercises. Allies highly value these significant contributions, which demonstrate Ukraine’s commitment to Euro-Atlantic security.

As an Enhanced Opportunities Partner, Ukraine will benefit from tailor-made opportunities to help sustain such contributions. This includes enhanced access to interoperability programmes and exercises, and more sharing of information, including lessons learned.

“This decision recognises Ukraine’s strong contributions to NATO missions, and demonstrates the Alliance’s continued commitment to its partnerships despite the COVID-19 pandemic,” said NATO Spokesperson Oana Lungescu.

Ukraine is now one of six Enhanced Opportunities Partners, alongside Australia, Finland, Georgia, Jordan and Sweden. Each of the partners has a tailor-made relationship with NATO, based on areas of mutual interest.

Ukraine’s status as an Enhanced Opportunities Partner does not prejudge any decisions on NATO membership. NATO Allies continue to encourage and support Ukraine in its reform efforts, including in the security and defence sector, with regard to civilian control and democratic oversight, and in the fight against corruption.

DOD Announces $250M to Ukraine
June 11, 2020

The Department of Defense announced today its plans for $250 million in Fiscal Year 2020 Ukraine Security Assistance Initiative (USAI) funds for additional training, equipment, and advisory efforts to strengthen Ukraine’s capacity to more effectively defend itself against Russian aggression.

This reaffirms the long-standing defense relationship between the United States and Ukraine – a critical partner on the front line of strategic competition with Russia. The United States remains steadfast in its support for Ukraine's sovereignty and territorial integrity within its internationally recognized borders.

The USAI funds – $125 million of which was conditional on Ukraine’s progress on defense reforms – will provide equipment to support ongoing training programs and operational needs. This includes capabilities to enhance Ukraine’s defensive lethal capabilities and situational awareness in the maritime domain, air surveillance systems to monitor sovereign airspace, command and control and survivability of Ukraine’s Land and Special Operations Forces through the provision of counter-artillery radars and tactical equipment, military medical treatment and combat evacuation procedures, and cyber defense and strategic communications to counter Russian cyber offensive operations and misinformation. 

These efforts are complemented by increased security assistance support from key NATO Allies and partners. The United States continues to urge all allies and partners to enhance their support for Ukraine’s security and defense sector. The United States also welcomes recent Ukrainian investments in U.S. defense articles that further strengthen our strategic partnership.

These security cooperation programs are made possible by Ukraine’s continued progress on key defense institutional and anti-corruption reforms. Over the past year, Ukraine has taken considerable steps to: strengthen civilian control of the military; reform military command and control structures; transition to a Western-style human resources management system; introduce measures to promote increased transparency and competition in defense procurement and the defense industrial sector; and tighten internal controls to reduce corruption.

The United States remains committed to assisting Ukraine with the implementation of defense and anti-corruption reforms in line with Euro-Atlantic principles. These reforms will bolster Ukraine’s ability to defend its territorial integrity in support of a secure, prosperous, democratic, and free Ukraine.

Venäjä harjoittelee säännöllisesti voiman projisointia sotilasalueidensa sisällä sekä alueelta toiselle. Pienin yksikkökoko näissä leikeissä on mekanisoitu pataljoona plus joita ajelutetetaan esimerkiksi karjalan kannaksella.

Venäläisten asevoimien reformin pitkän jänteen tavoite on luoda iskukykyiset, siis oikeasti lännenkin silmissä iskukykyiset offensiiviseen toimintaan kykenevät voimat jotka on sijoitettu pääosin moskovan etelä-lounaispuolelle. Sieltä löytyy sellaista yksikkötyyppiä kuin panssaridivisoona (!)

Ei sinänsä liity tähän kyseiseen liikehdintään mutta venäjä pyrkii kohti ”modulaarista” armeijaa eli tehtävälle kootaan riittävä määrä tuliyksiköitä, vaunuja ja miehiä ja muodostetulla taisteluosastolla sitten toimitaan, venäjä on harjoitellut näiden erilaisten kokoonpanojen muodostamista pikana ja lähettämistä tehtävälle, isoimmillaan zapad-harjoituksissa.

Venäjä on myös testannut näiden operaatiokykyä taistelussa ukrainaa vastaan aina mekanisoituun pataljoonaan asti joka on siis kerätty paikoista x ja y ja muodostettu rostovin suunnalla ja heitetty suoraan siirtymältä taisteluun.
