A bank in Cyprus investigated accounts associated with President Donald Trump's former campaign chairman, Paul Manafort, for possible money-laundering, two banking sources with direct knowledge of his businesses here told NBC News.

Manafort — whose ties to a Russian oligarch close to President Vladimir Putin are under scrutiny — was associated with at least 15 bank accounts and 10 companies on Cyprus, dating back to 2007, the sources said. At least one of those companies was used to receive millions of dollars from a billionaire Putin ally, according to court documents.

Banking sources said some transactions on Manafort-associated accounts raised sufficient concern to trigger an internal investigation at a Cypriot bank into potential money laundering activities. After questions were raised, Manafort closed the accounts, the banking sources said.

Offshore banking in Cyprus is not illegal, and the island has long been known as a hub for moving money in and out of Russia. Several U.S. lawmakers have raised questions about Manafort's business dealings in Cyprus.

BREAKING: Trump Administration Omits LGBTQ People from 2020 Census

The Trump Administration recently submitted a list of data categories it will collect for the 2020 Census and the American Community Survey (ACS). Although the Supreme Court, in 2013, struck down the Defense of Marriage Act, paving the way for the census to change the way it tracks same-sex households, the White House has sent yet another powerful signal that it considers LGBTQ rights as frivolous.

Although “sexual orientation” and “gender identity” were proposed subjects in the appendix, today’s version of the report excluded LGBTQ people from the list of subjects for the Census and ACS, suggesting that data collection for these subjects may have been in the works for an earlier version.

Last year, various federal agencies urged the Census Bureau to include sexual orientation and gender in their data as it was crucial to their role in enforcing the law. The current census only allows for a snapshot of same-sex households, but Democrats in Congress had pushed for more indepth questions around sexual orientation and gender identity to improve results. The logic was simple: With more focussed questions law makers would be better equipped to ensure appropriate legislation to improve the lives of LGBTQ citizens.

Meghan Maury, Criminal and Economic Justice Project Director of the National LGBTQ Task Force released a statement:

"Today, the Trump Administration has taken yet another step to deny LGBTQ people freedom, justice, and equity, by choosing to exclude us from the 2020 Census and American Community Survey. LGBTQ people are not counted on the Census—no data is collected on sexual orientation or gender identity. Information from these surveys helps the government to enforce federal laws like the Violence Against Women Act and the Fair Housing Act and to determine how to allocate resources like housing supports and food stamps. If the government doesn’t know how many LGBTQ people live in a community, how can it do its job to ensure we’re getting fair and adequate access to the rights, protections and services we need? We call on President Trump and his Administration to begin collecting sexual orientation and gender identity data on the American Community Survey as soon as possible and urge Congress to conduct oversight hearings to reveal why the Administration made the last-minute decision not to collect data on LGBTQ people.”

Trump's business network reached alleged Russian mobsters

To expand his real estate developments over the years, Donald Trump, his company and partners repeatedly turned to wealthy Russians and oligarchs from former Soviet republics — several allegedly connected to organized crime, according to a USA TODAY review of court cases, government and legal documents and an interview with a former federal prosecutor.

The president and his companies have been linked to at least 10 wealthy former Soviet businessmen with alleged ties to criminal organizations or money laundering.

Among them:

• A member of the firm that developed the Trump SoHo Hotel in New York is a twice-convicted felon who spent a year in prison for stabbing a man and later scouted for Trump investments in Russia.

• An investor in the SoHo project was accused by Belgian authorities in 2011 in a $55 million money-laundering scheme.

• Three owners of Trump condos in Florida and Manhattan were accused in federal indictments of belonging to a Russian-American organized crime group and working for a major international crime boss based in Russia.

• A former mayor from Kazakhstan was accused in a federal lawsuit filed in Los Angeles in 2014 of hiding millions of dollars looted from his city, some of which was spent on three Trump SoHo units.

• A Ukrainian owner of two Trump condos in Florida was indicted in a money-laundering scheme involving a former prime minister of Ukraine.

Trump's Russian connections are of heightened interest because of an FBI investigation into possible collusion between Trump's presidential campaign and Russian operatives to interfere in last fall's election. What’s more, Trump and his companies have had business dealings with Russians that go back decades, raising questions about whether his policies would be influenced by business considerations.

Trump told reporters in February: "I have no dealings with Russia. I have no deals that could happen in Russia, because we’ve stayed away. And I have no loans with Russia. I have no loans with Russia at all."

Yet in 2013, after Trump addressed potential investors in Moscow, he bragged to Real Estate Weekly about his access to Russia's rich and powerful. “I have a great relationship with many Russians, and almost all of the oligarchs were in the room,” Trump said, referring to Russians who made fortunes when former Soviet state enterprises were sold to private investors.

Five years earlier, Trump's son Donald Trump Jr. told Russian media while in Moscow that “Russians make up a pretty disproportionate cross section of a lot of our assets" in places like Dubai and Trump SoHo and elsewhere in New York.

New York City real estate broker Dolly Lenz told USA TODAY she sold about 65 condos in Trump World at 845 U.N. Plaza in Manhattan to Russian investors, many of whom sought personal meetings with Trump for his business expertise.

“I had contacts in Moscow looking to invest in the United States,” Lenz said. “They all wanted to meet Donald. They became very friendly.” Many of those meetings happened in Trump's office at Trump Tower or at sales events, Lenz said.

On Monday, Donald Trump signed an executive order that will allow federal contractors to discriminate against LGBT employees.

The order revokes three previous orders issued by President Obama, including Executive Order 13673 or the “the Fair Pay and Safe Workplaces Order.” Signed in 2014, it required that companies receiving large federal contracts to demonstrate that they have complied for at least three years with federal laws prohibiting discrimination based on sexual orientation, gender identity and gender stereotyping.

By nullifying EO 13673, “this administration has made it extremely difficult to enforce these federal laws as applied to federal contractors,” Lambda Legal attorney Camilla Taylor told Keen News Service.

“It’s sending a message to these companies that the federal government simply doesn’t care whether or not they violate the law.”

Federal contractors will no longer have to prove they have been compliant with the Americans with Disabilities Act, the Rehabilitation Act, the Family and Medical Leave Act or Title VII of the Civil Rights Act, which bans discrimination based on sex in employment.

The Obama administration had argued that Title VII’s prohibition on sex discrimination includes sexual orientation and gender identity, a definition the Trump administration has been steadily moving away from. As Keen points out, the ADA and Rehabilitation Act are both of concern as they prohibit discrimination based on HIV status and other disabilities.

The 14 affected federal laws and regulations affected by the new Trump executive order also includes Executive Order 11246, signed in 1965 by President Johnson. Executive Order 11246 prohibited federal contractors from discriminating in employment based on race, color, religion, sex, or national origin. Four years later, President Nixon added discrimination based on disability and age. In 1998, President Clinton added sexual orientation. And in 2014, President Obama added gender identity, plus prohibited federal contractors, too, from discriminating against their employees based on these categories.

While the new Trump order is a blow to civil liberties, Taylor insists “the substance of the laws are still there,” adding that Lambda Legal will fight to ensure employers understand their obligation to not discriminate.
