Humaania päihdepolitiikkaa ry:n järjestämä Huumepolitiikka.Nyt: Vastuullisemman päihdepolitiikan seminaari tuo aiheen ääreen kotimaiset ja kansainväliset asiantuntijat, poliitikot sekä päihteitä käyttävät ihmiset omaisineen.

Vuosien ajan on tiedetty, että päihdepolitiikassamme on huomattavasti parantamisen varaa. Rikosoikeudellisten keinojen painottaminen on vaikeuttanut päihteisiin liittyvien ongelmien kestävää käsittelyä. Politiikan tulee kyetä sopeutumaan muuttuvaan huumausainetilanteeseen, ja mahdollistaa uusien lähestymistapojen kokeilu ja käyttöönotto.

Maaliskuun 2.–3. 2019 järjestettävän seminaarin tavoitteena on kestävämmän päihdepolitiikan edistäminen. Keskeisenä keinona tähän on ymmärryksen kartuttaminen koskien sitä ajantasaista tietoa, joka ohjeistaa päihdepolitiikan tämänhetkisiä ja tulevia suuntia. Kartoitamme viikonlopun aikana konkreettisia askelia terveempää yhteiskuntaa edistävän, haittoja vähentävän päihdepolitiikan suuntaan.

‘Example to the world': Sri Lanka president plans to copy Duterte's war on drugs

President Maithripala Sirisena praises Philippines over policy that has led to thousands of extrajudicial killings

Sri Lanka’s president has praised his Philippines counterpart Rodrigo Duterte’s brutal war on drugs, which has taken thousands of lives, calling it an “example to the world”.

In a speech during a visit to the Philippines this week, Maithripala Sirisena said he intended to replicate Duterte’s ruthless approach to tackling illegal drug use.

“The war against crime and drugs carried out by you is an example to the whole world, and personally to me,” said Sirisena. “Drug menace is rampant in my country and I feel that we should follow your footsteps to control this hazard.”

In his own statement, Duterte said that their aligned vision could mean partnering with Sri Lanka in the future to address international drug trafficking.

Duterte’s bloody war on drugs, which has seen police handed unprecedented powers to carry out drug-related raids and arrests, has officially killed more than 5,000 people since 2016, though campaigners allege the real death toll could be up to 20,000. Those who have died have mainly been the urban poor. The international criminal court (ICC) is carrying out a preliminary investigation into whether the extrajudicial killings constitute crimes against humanity.

Duterte has remained unrepentant about the scale of the deaths in the crackdown, saying he would promote police officers who “massacre” drug dealers and describing those killed as “just carcasses to me”.

The speech was not the first time Sirisena has signalled his admiration for Duterte’s war on drugs. In July, Sri Lanka ended its 43-year moratorium on executions to bring back hanging as a punishment for drug dealers, a move the Sri Lankan president said was directly inspired by Duterte’s policy in the Philippines.

During a cabinet meeting in July, Sirisena said he “was ready to sign the death warrants” of repeat drug offenders, according to his spokesperson Rajitha Senaratne. Nineteen drug offenders who were serving life sentences now face the death penalty.

The Sri Lankan government says narcotics are a growing problem in the country and in January this year, authorities seized a cocaine stash worth $108m from a single shipment in the port of Colombo, which is a growing hub for international drug trafficking.

“We were told that the Philippines has been successful in deploying the army and dealing with this problem,” said Senaratne in July. “We will try to replicate their success.”

Meksikossa murhattiin viime vuonna enemmän ihmisiä kuin koskaan – huumesota merkittävänä syynä

Meksikossa murhataan asukasta kohti yli 20 kertaa niin paljon ihmisiä kuin Suomessa.

Meksikossa murhien lukumäärä nousi tuoreimman virallisen tilaston mukaan viime vuonna uuteen ennätykseen. Meksikossa aloitettiin 33 341 uutta murhatutkintaa vuonna 2018.

Luku on 33 prosenttia enemmän kuin vuonna 2017, jolloin murhatutkintoja aloitettiin 25 036. Tiedot ovat peräisin Meksikon sisäministeriön julkistamasta tilastosta.

Väkivalta on piinannut Meksikoa jo vuosia, kun hallitus on käynyt sotaa kovaotteisia huumekartelleja vastaan. Viranomaiset ovat iskeneet kartellien johtajia vastaan, mikä on johtanut muun muassa huumekartellien jakautumiseen pienemmiksi ryhmittymiksi ja yhä vakavampiin ryhmien keskinäisiin yhteenottoihin.

Meksikon tilastoviranomainen INEGI on erilaista laskutapaa käyttäen laskenut, että vuonna 2017 Meksikossa murhattiin 31 174 ihmistä. Rikoksia oli 25 sataatuhatta asukasta kohti.

Suomessa surmattiin vuonna 2017 sataatuhatta asukasta kohti 1,1 ihmistä, kertoo Tilastokeskus tuoreessa tilastossa. Kyseessä on matalin tilastoitu luku vuoden 1782 jälkeen.

Helsingin poliisi kertoo Oulunkylän kannabikselle pyhitetystä asunnosta: ”Olohuoneessa, makuuhuoneessa ja keittiössä...”

Törkeästä huumausainerikoksesta epäillään vuonna 1989 syntynyttä miestä ja vuonna 1987 syntynyttä naista. He ovat tällä hetkellä tutkintavankeudessa.


Tältä kannabiskasveilla täytetyssä kerrostaloasunnossa näytti, kun poliisi menivät tutkimaan sitä.

Helsingin poliisi antaa lisätietoa Oulunkylässä tammikuun alussa tehdystä kannabistakavarikosta. VR:n omistamassa talossa sijaitseva asunto oli pelkästään kasvatuskäytössä.

Poliisi epäilee kannabiskasvattamon pyörittäjiksi vuonna 1989 syntynyttä miestä ja vuonna 1987 syntynyttä naista. He ovat tällä hetkellä tutkintavankeudessa.

”Asunto oli pelkästään ammattimaisessa kannabiksen kasvatuskäytössä. Olohuoneessa, makuuhuoneessa ja keittiössä oli kaikissa kasvatustelttoja, joista löytyi lukuisia kannabiskasveja ja niiden taimia sekä runsaasti kasvatukseen tarvittavaa välineistöä”, kertoo tutkinnanjohtaja, rikoskomisario Jari Nikonen Helsingin poliisilaitokselta.

Poliisi takavarikoi sekä kasvit että kasvatustarvikkeet.

Poliisi sai hiljattain valmiiksi tapaukseen liittyvän esitutkinnan. Tapausta tutkittiin epäiltynä törkeänä huumausainerikoksena, joka tapahtui aikavälillä 13.10.2018–7.1.2019.

”Esitutkinnassa on saatu näyttöä, että kaksikko on myös myynyt kasvattamaansa kannabista”, Nikonen sanoo.

Poliisi teki tutkinnan aikana kotietsinnän myös epäiltyjen varsinaiseen kotiosoitteeseen. Sieltä löytyi vielä yksi kasvatusteltta, jossa oli useita kannabiskasveja.

”Asunnosta takavarikoitiin lisäksi marihuanaa ja joitain tuhansia euroja käteistä rahaa.”

Juvalaismies luovutti kannabiskasvin poliisille Helsingissä – kertoi aloittavansa uuden jakson elämässään

Mies kertoi ilmoittautumisensa motiiviksi sen, että hän haluaa aloittaa uuden jakson elämässään.

Juvalainen mies yllätti poliisin kävelemällä tammikuun alkupuolella Helsingin poliisin palvelupisteeseen mukanaan hieman kannabiskasvin kukintoa, kertoo Itä-Suomen poliisilaitos tiedotteessaan.

Mies kertoi kuulustelijalle oma-aloitteisesti, että hänen asunnostaan Juvalta löytyy puolisen kiloa kuivaa kannabiksen kukintoa, ja että hän on kasvatellut kannabista omaan käyttöön ja osittain myyntiinkin vuosien varrella jo varsin runsaasti. Kaiken kaikkiaan muutamia kiloja.

Kotietsinnän tulokset vahvistivat miehen kertoman todenperäisyyden, poliisi kertoo.

Mies kertoi ilmoittautumisensa motiiviksi sen, että hän haluaa aloittaa uuden jakson elämässään ja kokee saavansa puhtaan omatunnon ilmoittautumalla itse poliisille.

Miestä epäillään törkeästä huumausainerikoksesta. Esitutkinta on saatu loppuun ja asia siirtyy Itä-Suomen syyttäjänvirastoon syyteharkintaan, tiedotteessa kerrotaan.

Cannabis for kids: a medicinal miracle or 'gross negligence'?

Companies are eager to avoid the notion that they are targeting young customers, but stories have highlighted medical benefits

A Los Angeles doctor’s license is reportedly at risk after he told a father give his four-year-old a cannabis-infused cookie to control his temper tantrums. The incident, which emerged last month, captures the concerns of legalization opponents who fear easier access will lead to increased use among children, in this case facilitated by what the California medical board called “grossly negligent” doctoring.

Just about everyone agrees minors shouldn’t use cannabis. But what does changing policy mean for children’s use of the drug?

Legalization opponents don’t want to normalize the drug in children’s eyes, while supporters say the best way to keep weed away from kids is to sell it in stores where only adults can shop. After all, illegal dealers don’t ask for ID.

The argument was central to the Canadian prime minister Justin Trudeau’s successful push to legalize the drug last year. (Most of the US data I’ve seen shows that legalization has led to increased use by adults, but not by minors.)

When new markets write their laws, children remain a central concern. Proposals about how far dispensaries need to be from schools and whether companies can make edibles in animal shapes are nightly news staples. Cannabis companies have generally been accommodating, eager to avoid any perception that they are targeting underage customers.

With cannabis, the instinct to protect young people is amplified by the scientific literature. The data shows marijuana poses the greatest danger to people under 25, whose brains are still developing. In the significant US markets, the current buying age is 21, compared with 18 or 19 in Canadian provinces.

From a public health perspective, then, it might be smart to experiment with a buying age of 25, though this would cut into the industry’s core demographic. If, say, New York state, which is expected to debate legalization this year, proposed a buying age of 25, the industry would almost certainly counter that raising the legal age would prop up the illegal market, which sells to everyone.

While keeping pot away from kids is a widely shared priority, stories in which children benefit from medical marijuana have helped the legalization movement spread its message.

The 2013 CNN documentary Weed featured the story of Charlotte Figi, a little girl who suffered from a debilitating childhood seizure disorder. After Charlotte’s parents exhausted their other options, they connected with the Stanley brothers, a Colorado family of marijuana growers.

Charlotte began taking oil from a strain of cannabis low in intoxicating THC but high in CBD, and her condition dramatically improved. The strain she took became known as Charlotte’s Web.

The documentary inspired a number of similarly afflicted families to uproot their lives and move to Colorado where they could access the medicine. For the families who didn’t move, smuggling networks arose to disperse the oil.

Last year, a pharmaceutical form of CBD called Epidiolex, produced by the UK company GW Pharmaceuticals, won approval from the US Food and Drug Administration as a treatment for patients like Charlotte, making it easier and safer to access the medicine.

Perhaps more than any other patient’s, Charlotte’s story helped shift US public opinion in favor of medical marijuana. This year the cannabis company Acreage Holdings tried to air a commercial featuring a similar story during the Super Bowl. Though it was rejected, it still went viral.

Now parents of kids with some other complex disorders, such as severe autism, have called for their children to have access to cannabis oil. Dr Peter Grinspoon, an instructor at Harvard Medical School and board member of Doctors for Cannabis Regulation, said decisions about recommending cannabis for children were “taboo and emotionally charged”. But in cases of severe autism, he said, there was promising research that cannabis may help control behavior.

“You always have to ask what else you would be using,” he said. In cases of low-functioning autism, the argument for using cannabis may be stronger because the patients instead receive “heavy anti-psychotics that turn people into zombies”.

Stories like Charlotte’s are undeniably affecting. They demonstrate the need for more research to be done. “There are a lot of indications where it’s too early to tell,” if cannabis has any benefit, Grinspoon said. “We don’t know what the consequences are, but we’re desperate for the benefits.”

Yhdysvaltalainen keittokirjailija Martha Stewart ryhtyy kannabisyhtiön neuvonantajaksi

Stewart kertoo odottavansa yhteistyötä Canopy Growthin kanssa innostuneena ja arvioi ensimmäisten kannabidiolin sisältävien tuotteiden olevan lemmikeille tarkoitettuja.

Marihuanaa tuottava Canopy Growth on palkannut kuuluisan yhdysvaltalaisen keittokirjojen tekijän Martha Stewartin neuvonantajakseen, yhtiö kertoi torstaina.

Hänen tehtävään on kehittää ihmisille ja eläimille tuotteita, joissa ainesosana on kannabidioli, jolla ei ole päihdyttävää eikä riippuvuutta aiheuttavaa vaikutusta.

Yhdysvaltojen elintarvike- ja lääketurvallisuusvirasto on kieltänyt kannabidiolin lisäämiseen elintarvikkeisiin, mutta monet yhtiöt suunnittelevat sen käyttämistä erilaisissa juomissa tulehdusten, kivun ja lihakouristusten lievittämiseksi.

Stewart kertoo odottavansa yhteistyötä Canopy Growthin kanssa innostuneena ja arvioi ensimmäisten kannabidiolin sisältävien tuotteiden olevan lemmikeille tarkoitettuja.

Martha Stewartin tuotemerkin omistavan Sequential Brands Groupin osake kohosi torstaina kaupankäynnin alkaessa 51 prosenttia 1,81 dollariin.

Keittokirjojensa lisäksi Stewart on juontanut lukuisia televisio-ohjelmia. Hänen juontajaparinaan on ollut esimerkiksi muusikko Snoop Dogg.

Helsingin virkamiehet ehdottavat lakimuutosta, joka oikeuttaisi huumeiden­käyttö­huoneiden perustamisen

Uusi erillislaki tarvitaan, koska Helsingin tekemän selvitystyön mukaan huumausaineiden käytön salliminen kaupungin tiloissa tai huumeiden tunnistus ei ole nykylainsäädännön mukaan mahdollista.

Helsingin kaupunginhallitus pohtii maanantaina, pitäisikö tulevaa maan hallitusta pyytää säätämään laki, joka mahdollistaisi huumeidenkäyttöhuoneiden pystyttämisen kaupunkiin.

Helsingin valtuusto päätti marraskuussa selvittää, voidaanko kaupunkiin perustaa valvottu tila suonensisäisten huumeiden käytölle. Kyseessä olisi ainakin ensivaiheessa kokeilu.

Asia eteni valtuuston käsittelyyn vihreiden valtuutettu Kati Juvan tekemän valtuustoaloitteen seurauksena.

Helsingin virkamiehet esittävät, että uutta erillislakia esitettäisiin valtioneuvostolle lainsäädäntöaloitteen kautta. Laki tarvitaan, koska Helsingin tekemän selvitystyön mukaan huumausaineiden käytön salliminen kaupungin tiloissa tai huumeiden tunnistus ei ole nykylainsäädännön mukaan mahdollista.

Laissa pitäisi siis säätää muun muassa siitä, olisiko huumausaineiden käyttäminen ja hallussapito rangaistavaa myös käyttöhuoneen tiloissa. Lainsäätäjien pitäisi ottaa kantaa myös esimerkiksi siihen, mitkä olisivat henkilökunnan velvollisuudet ja oikeudet suhteessa käyttäjiin. Entä mitä tehtäisiin yliannostustilanteissa?

Huumeidenkäyttötilojen ideana olisi kohentaa kaikkein huonoimmin voivien suonensisäisiä huumeita käyttävien terveyttä, ehkäistä huumekuolemia ja samalla vähentää huumeiden käyttöön liittyviä rikoksia ja muita häiriöitä.

Huumeidenkäyttäjille tarjottavien palveluiden katsotaan vaikuttaneen tehokkaasti suonensisäisiä huumeita käyttävien keskuudessa leviävän hiv-epidemian loppumiseen ja ehkäisseen muiden veriteitse tarttuvien tautien leviämistä.

Valvottuja pistotiloja on maailmassa noin sata, näistä suurin osa muualla Euroopassa. Suomessa Helsingin kokeilu olisi ensimmäinen.

Helsingin virkamiesten mukaan valvotut pistotilat vetäisivät tutkimusten mukaan puoleensa ”kaikkein marginalisoituneinta suonensisäisten huumeiden käyttäjäkuntaa, jonka yhteydet muihin sosiaali- ja terveydenhuollon palveluihin ovat heikot.”

Family sues over death of marijuana-grower police chased with bulldozer

Pennsylvanian Grateful Dead fan Greg Longenecker, 51, died after being discovered growing pot on public land

Pennsylvania state police acted recklessly when troopers used a bulldozer to pursue a 51-year-old Grateful Dead fan who had been caught growing marijuana on public land, killing him when he wound up under the machine’s treads, according to a civil rights lawsuit filed on Monday.

Greg Longenecker’s family said police had no business chasing him with a dangerous piece of machinery, especially over a few pot plants he was cultivating for personal use.

His death last July, in a rural area about 75 miles outside Philadelphia, also provoked outrage from a marijuana advocacy group.

“They killed a beautiful human being, a caring, loving man,” said Longenecker’s uncle, Mike Carpenter, who is named as a plaintiff in the federal suit. “He’ll never be able to share his life with us, or us with him, again. For no reason. He wasn’t hurting anyone.”

State police declined comment. A prosecutor who investigated Longenecker’s death concluded that troopers acted reasonably.

The chase developed as Longenecker – a short-order cook and avid vegetable gardener – and his friend, David B Light, tended 10 marijuana plants in a small clearing on state game lands near Reading, Pennsylvania. A Pennsylvania game commission worker, operating a bulldozer in the area, spotted their car parked in a field where vehicles were not allowed and called police.

Light surrendered but Longenecker fled, disappearing into the thick vegetation. Police began a lengthy search. A helicopter spotted Longenecker in the underbrush, and the game commission worker, with a trooper aboard, used the bulldozer to blaze a trail in pursuit. The bulldozer was traveling no more than 1mph or 2mph, according to an official account.

How Longenecker got caught in the machine’s treads is hotly disputed. Authorities concluded he was high on methamphetamine, crawled under the back of the bulldozer in an attempt to elude capture, and was crushed to death when it made a left turn. Longenecker’s friends and family call that explanation ludicrous.

“That morning, Gregory was not high or under the influence. He was normal,” Light wrote in an affidavit obtained by the AP. “There is no way Gregory crawled underneath the back of the bulldozer. It is unthinkable and ridiculous that anyone would say he crawled underneath.”

Light, 55, pleaded guilty to misdemeanor drug charges and was accepted into a program for first-time offenders. He declined comment.

Longenecker’s family questioned why state police did not simply get a warrant for Longenecker and arrest him later, given they knew his identity and that his crime was relatively minor. An expert in police procedure agreed the state police overreacted.

“It’s outlandish. This is the craziest thing I’ve heard in years,” said Walter Signorelli, a lawyer and retired New York police commander who has overseen investigations into police pursuits. “It seems like they were more concerned with the chase than the danger to themselves and the public and the guy they’re chasing.”

The Berks county district attorney, John Adams – the prosecutor who determined that state police acted appropriately – said Longenecker put himself in jeopardy by fleeing from the authorities.

“His behavior was despicable,” Adams said. “They yelled to him, they asked him to surrender. He did not surrender.”

Longenecker would probably have faced probation over his marijuana plants, Adams said. He said the family would have been just as angry had troopers abandoned the search and it had turned out that Longenecker was injured and in need of medical attention.

“He’s in a pile of brush that is completely uninhabitable. Something could have happened to him. And if the state police would have picked up and left, then they would be pissed off: ‘Why didn’t the state police try to find him?’ So they were damned if they did or damned if they didn’t,” he said.

But at least one state police official has acknowledged the situation could have been handled differently. Carpenter, Longenecker’s uncle, said he met Sgt William Slaton from state police headquarters about a month after Longenecker’s death.

He said Slaton apologized, telling him that “for 10 plants, he would’ve sent everybody home because they already knew who he was, where he lived, where he worked. He would’ve sent everybody home and maybe picked him up a couple days later.”

A state police spokesman would not confirm or deny Carpenter’s account.

The suit, which was filed in Philadelphia, seeks damages against state police, the game commission and the individuals involved in the pursuit. A game commission spokesman declined comment.

“State police ran Gregory Longenecker over with a government-operated bulldozer and essentially turned him into human roadkill,” said the family’s lawyer, Jordan Strokovsky. “There will be a thorough investigation and a lot of questions will be answered, and ultimately, those who need to be held accountable will be held accountable.”

Sackler family: 500 cities, counties and tribes sue owners of Oxycontin maker

Vast lawsuit accuses family of helping to create ‘worst drug crisis in American history’

A group made up of more than 500 cities, counties and Native American tribes across the United States has filed a massive lawsuit accusing members of the Sackler family, who own the maker of the opioid painkiller OxyContin, of helping to create “the worst drug crisis in American history”.

The lawsuit represents communities in 26 states and eight tribes and accuses Sackler family members of knowingly breaking laws in order to enrich themselves to the tune of billions of dollars, while hundreds of thousands of Americans died.

“Eight people in a single family made the choices that caused much of the opioid epidemic,” the lawsuit, filed earlier this week in federal court in the southern district of New York, states.

The same eight members of the family had recently been added to a small number of lawsuits that are underway against a string of opioid-makers, including the Connecticut-based pharmaceutical company the Sacklers wholly-own, Purdue Pharma, but they have not been sued as individuals on anything like this scale before.

“This nation is facing an unprecedented opioid addiction epidemic that was initiated and perpetuated by the Sackler Defendants for their own financial gain, to the detriment of each of the Plaintiffs and their residents. The ‘Sackler Defendants’ include Richard Sackler, Beverly Sackler, David Sackler, Ilene Sackler Lefcourt, Jonathan Sackler, Kathe Sackler, Mortimer DA Sackler, and Theresa Sackler,” this week’s lawsuit states.

The eight are the most high-profile members of a family which has long been known for prolific philanthropy to famous arts and education institutions, including the Metropolitan and Guggenheim museums in New York, which have faced fierce recent protests against the taking of Sackler money. Other institutions include Columbia, Yale, MIT, Tufts and other US universities, and, in the UK, the Victoria & Albert Museum, the Serpentine Gallery, Glasgow University and other recipients.

Earlier this week Britain’s National Portrait Gallery decided not to take up the offer of a £1m Sackler family grant and, in the US, Columbia University and the University of Washington, which have both received Sackler donations in the past, have announced they are not now accepting gifts from the family.

Court documents accuse the eight family members of purposely playing down the dangers of the prescription painkiller OxyContin, which is more potent than heroin or morphine. They are accused of deceiving doctors and patients and directing sales and marketing techniques that drove huge over-prescribing and ever stronger doses for many patients who should never have been prescribed the pills in the first place.

“The defendants’ actions caused and continue to cause the public health epidemic…caused deaths, serious injuries, and a severe disruption to public peace, order and safety, it is ongoing and it is producing permanent and long-lasting damage,” the court documents allege.

Many of the allegations have already been made public in a lawsuit naming the same eight family members in Massachusetts, and are contained in court documents in the multi-district litigation taking place in a federal court in Cleveland, Ohio, which has been brought against Purdue and other companies, though no members of the Sackler family individually, by more than 1,200 cities and counties.

The family and Purdue deny wrongdoing.

“This complaint is part of a continuing effort by contingency-fee counsel to single out Purdue, blame it for the entire opioid crisis in the United States, and try the case in the court of public opinion rather than the justice system,’’ Robert Josephson, a Purdue spokesman, said in an emailed statement to the Bloomberg news agency.

“These baseless allegations place blame where it does not belong for a complex public health crisis, and we deny them,’’ the Mortimer and Raymond Sackler families said in a statement. They also noted OxyContin sales “represented a tiny portion of the opioid market”.

The lawsuit filed in New York on 18 March is extraordinary because it focuses almost entirely on the individual Sacklers.

Richard and Jonathan Sackler are sons of the late Raymond Sackler, one of the founding brothers of Purdue. Beverly is Raymond’s widow and David his grandson.

Ilene, Kathe and Mortimer David Alfons are children of the late Mortimer Sackler, another of the founding brothers of Purdue, and Theresa is his widow.

The only other defendants named in the lawsuit are the family trust connected to Raymond Sackler’s branch of the family and Rhodes Pharmaceuticals, a company owned by the Sacklers that produces generic opioid painkillers.

Other cases focus mostly on Purdue and other well known pharmaceutical giants involved in opioid production, such as Johnson & Johnson and Allergan.

The lawsuit in the southern district of New York has been brought by city and county authorities across America, including, for example, 42 counties and cities in Alabama, 31 counties in California, 21 cities and counties in Florida, 28 counties in Illinois, 51 cities and counties in Kentucky, more than 100 towns and cities in Massachusetts and dozens of cities and counties in other states including Wisconsin, Virginia, Utah, Tennessee, Missouri, New Hampshire, New Mexico, Indiana and Michigan.

Among the eight Native American tribes suing the Sacklers are parts of the Cherokee, the Chippewa and the Sioux, the Oneida Nation and the Blackfeet.

Drug overdoses now kill more than 72,000 people in the US a year, according to government figures from the Centers for Disease Control and Prevention, and 49,000 of those are caused by opioids.

Purdue’s business has attracted a wave of lawsuits alleging deception about the safety of OxyContin, which the company had admitted misbranding in a 2007 criminal case.

Purdue has not ruled out filing for bankruptcy, which would cause a hiatus in the civil cases brought against it, but also indicates it could be short of the kind of funds that would be needed for a massive settlement or a fine at trial in the cases against it, to compensate communities for the cost of the crisis.

But a victory in the latest lawsuit against the Sacklers would give the plaintiffs access to the Sacklers’ personal fortune.
